This Office is registered together with the General Directorate of Industry and the SME as a Point of Attention to the Entrepreneur (P.A.E.) and directly connected to the CIRCE system.

What is an Entrepreneur Service Point (SAP)?

The Entrepreneur Service Points (PAE) are responsible for facilitating the creation of new companies, the effective start of their activity and their development, through the provision of information services, documentation processing, advice, training and support to the business financing

ECPs may depend on public or private entities, professional associations, business organizations or chambers of commerce.

These centers must sign an agreement with the Ministry of Industry, Energy and Tourism to act as such. The General Directorate of Industry and Small and Medium Enterprises has a search engine to locate the SAP that suits the entrepreneur.

The SAPs rely on the CIRCE to create companies, and in particular one of the components that form it: the Telematic Processing System (STT). In this sense, when an entrepreneur chooses to start the process of creating a company from an SAP, implicitly he is using the CIRCE system.

The PAE has a double mission:

Provide information and advice services to entrepreneurs in the definition of their business initiatives and during the company’s first years of activity.
Start the administrative process of incorporation of the company through the Single Electronic Document (DUE).
